Our analysis
Sweeping changes recommended in the report from the Drummond Commission could increase schools’ reliance on parents as fundraisers and could disadvantage some students. The report makes a number of recommendations, including cutting education funding by approximately $3 billion; fees for busing and extra high school credits; and eliminating all-day kindergarten.

Among the most significant recommendations:
  • Place a 1% cap on education spending: This will be a cut in real dollars because inflation, hydro and salaries are growing at a much faster rate.
  • Cut 9,700 non-teaching staff: This includes educational assistants, child and youth workers, psychologists, guidance counsellors, library staff, school secretaries, principals and more.
  • Cut all-day kindergarten or eliminate ECEs:  If the province doesn't phase out all-day kindergarten completely, the report recommends cutting all early childhood educators from the program, so that the classes (of 20) would be taught by a teacher alone.

  • 25% cut to funding for non-salary costs: This includes classroom supplies, computers, and textbooks - items for which parents often fundraise.
  • Fees for busing:  Cut some funding for school transportation and give school boards the power to charge "modest" user fees for transportation.
  • Limit students’ time in high school: Allow school boards to charge fees for high school courses if a student wants to take more than 32 credits.
  • Lift caps on class sizes: Increase the cap on class sizes in primary grades from 20 to 23; increase average class sizes in grades 4 to 8, from 24.6 students to 26, in high school, increase average class size from 22 students to 24. This policy would cut 5,900 teachers.
